The American Federation of State, County and Municipal Employees made the charge after the administration filed a response to the Illinois Labor Relations Board on how it would make good on step increases going back to The administration said that no money was appropriated to pay the raises and that the state should only be liable for about six months of step increases. Step increases are automatic raises given to workers in the first seven to 10 years of their careers. AFSCME took the issue to court and won a ruling that the administration should not have stopped the raises while a new contract was being negotiated. The courts sent the issue back to the ILRB to resolve. Initially, the administration wanted the ILRB to hold additional hearings on the issue, but the labor board refused. In its most recent ruling, the ILRB gave the state 20 days to explain how it was complying with the court order to pay the increases. Although labor law requires the status quo be maintained while a new contract is negotiated, the administration said that requirement ends when an impasse is reached. Consequently, the administration said it only owes step raises until Jan. AFSCME said there are no grounds in the court ruling that limits the step increases to just the six-month period.

A look inside the world of the year-old governor reveals a man obsessed with work—and uncomfortable away from it. Quinn, 65, seems to lack even a trace of the hedonism gene. He has been in Illinois politics for almost four decades, starting with a staff position in for Gov. Senator, and Lieutenant Governor. His private life has been barely touched.

Governor Pat Quinn is smart, well meaning, and as honest as Abe. By James Warren Published Feb. His proposal—that an outside commission dictate the reforms—met with an icy reception. Even when he does make things happen, he rarely gets credit for them. This state of affairs is surprising in a way. We were hoping for somebody different to change the culture of Springfield. Instead of making the situation better, he made it worse.
With the gubernatorial primary a year off—and the political grapevine buzzing about Democratic heavy hitters Lisa Madigan No. Few political soldiers in Springfield are willing to follow Quinn into battle these days, and he has alienated some of his closest union allies. There is something going on at the news organization formerly known as the Cleveland Plain Dealer that the world should know about. That would be Chris Quinn, vice president for content at the Northeast Ohio Media Group, the digital arm of what used to be the Plain Dealer newsroom, and the operators of Cleveland. An audio clip was substituted.
Some of the video can be seen here. Plunderbund reposted this clip. I deduce this because Ted Diadiun told me:

Pat Quinn pardoned a man whose conviction for the murder of an Illinois State University student was overturned after he’d served 13 years behind bars. The governor’s action in the long-running saga of Alan Beaman’s legal troubles was among more than clemency decisions made as Quinn enters the final weekend of his tenure as Illinois’ chief executive. Beaman, 42, was formally declared innocent in connection with the death of Jennifer Lockmiller of Decatur during court proceedings two years ago.
Since then, the Rockford native — who was a student at Illinois Wesleyan University in Bloomington at the time of the incident — has sued police and prosecutors involved in his case, seeking monetary damages. Beaman was at an appointment with his daughter when he started receiving multiple messages to call his wife, Gretchen.
Beaman is hopeful the pardon will help with the unending need to explain the year gap in his life. The Beaman case was among the more high-profile cases acted upon by Quinn Friday. In all, he granted and denied clemency petitions. Quinn’s office said the Beaman clemency was the governor’s first pardon based on innocence. Quinn offered no further details related to the Beaman case.
This is the governor, the highest elected official in the State of Illinois, saying he is convinced Alan is innocent.
